[Tagging] RFC new role value for recreational routes

There are busses and ferry/waterbus segments in some bicycle routes. I have
not checked if they are tagged and, if so, with what role.
The busses I know of are on Fernpass and Reschenpass to avoid
heavy/dangerous traffic. The ferries are in the Venice lagoon, and one on
the Po river.
I suspect that there are many more.
It may be better to make a formal proposal.
