[Tagging] How to tag recreational route with multiple route types?

I can think of three options: 
1. tag foot=yes on the bicycle route. 
But then you say: this bicycle route can be walked, which adds no information. 
bicycle=yes on a hiking trail adds access information, but doesn't make it an official bicycle route.

2. multiple values for network: network=nwn;ncn
This would work, but requires adapting tools and applications. Maybe induces name "localization", because it may be the same route but the name could differ, e.g.: "Limes hiking trail" vs "Limes cycling trail".

3. Create separate routes, with the same members but different tags.
This always works, though it looks redundant. It works even if no consensus is reached. (Maybe that's why no consensus is reached?)

 I try to keep in mind that a route relation does not duplicate the ways, only the listing in the relation. If something changes which affects the relations, current state of affairs is that the maintainers of a particular kind or set of relations keep watch and repair damage. Fact of life kind of thing.
