[Tagging] How to tag recreational route with multiple route types?

*If* they're officially designated as different routes, ie different
names, signage symbols etc. I see no problem with them being mapped as
separate relations over the same ways, as that was the primary purpose
of route relations.
But if the local authorities haven't given it a route designation &
it's just a path along which different transport modes are permitted
then I would tag the *ways* as a bridleway & add foot/bicycle=designated?
PS
Are horses allowed along the full route of your example Google
streetview shows the Northern End as a cycleway.
Is it signed along this road?
