[Tagging] How to tag recreational route with multiple route types?

On this one we have a great mix here in Italy, in the sense, that I have
seen plenty of bicycle route sections using footways (i.e. cyclists have to
dismount) and hiking-cycling routes that use bicycle-only paths, not to
mention MTB routes that use paths that are in nature parks that explicitly
forbid use of bicycles. And then hundreds of km of tracks along waterways
that are closed to all vehicles (which include bicycles) and are part of
long-distance cycle routes.
