[Tagging] strange unclosed-like shaded areas

This meadow 
<https://www.openstreetmap.org/way/184984426#map=17/50.54937/5.81752>'s 
perimeter is partly overlaid by a fence seen by clicking twice on its 
left side in JOSM.
JOSM shows a shaded area as if the fence was a unclosed area.
A fence must not be a closed area, must it?
There are several such shaded areas nearby.
The most intriguing is chemin de Sohan which has no overlay.
What is the problem?
Please don't reply "all fixed" but why and I'll do it.
