I think my own conclusion on this discussion is as follows:

   1. If the route name, route info, and route members are all the *exact*
   same, then I will keep it as a single route with the semicolon
   separated route=* and network=* tags. I think the benefit of not having to
   separately maintain 2-3 different route relations is worth it.
   2. If there is any difference (no matter how small) in name, info, or
   members, then I will make different route relations instead.
