Agreed that it must be a set route.

Agreed that a route should be waymarked in some way.  Not all waymarks are
signposts; I've created route relations for trails that are marked only
with paint blazes, cairns, etc.

I personally consider those two conditions to be sufficient, particularly
in light of the fact that several data consumers, including
waymarkedtrails.org, require route relations before they will render a
route. A route relation with a single member is Mostly Harmless.

I sometimes encounter routes that have only a ref=* or are nameless
(identified as "the yellow triangle trail", for instance, in an area where
trails are marked with paint blazes).  If they are set routes, they still
can get relations.

There's a corner case where I'll bend the rules slightly.  The Benton
MacKaye Trail is a 500-km or so (hence relatively significant) route that
is generally signposted or mapped with white diamond-shaped paint blazes.
There is, however, a section through the Citico Creek and Joyce
Kilmer-Slickrock Wilderness Areas where waymarking a trail is forbidden,
and it is unmarked there. The route as a whole is significant enough that I
wouldn't leave out the relation because of the unmarked section. I suspect
that there are similar corner cases in other wilderness areas.

You, Martin, Mateusz and I appear all to be reading from the same page with
the exception of a few fiddly details.
