[Tagging] cyclist profiles - was:Feature Proposal - RFC - value 'basic_network' - cycle_network?

Nicely mapped and tagged with cycle_highway=yes. I would have expected an
osmc:symbol tag, though.

I also see cycle routes with just a number as a ref, e.g. the 31, partially
overlapping the C71.
How are these signposted and what is the idea behind these routes?
