this does not make sense to me, the usual semantics in OpenStreetMap tagging go
A=B B=C where C is a subtype of B.

bmx, cargo_bike etc. are types of bicycles, not types of rental facilities.

if we are going to describe shops renting out bicycles (usually on an individual basis, no subscription or registration required) with the same main tag amenity=bicycle_rental as places where you can pick up a bicycle (automated, no staff, “on the road”, often subscription and/or registration required),  then bicycle_rental should be used to distinguish these types of rental facilities, not the kind of bicycles you can rent there.
