I agree with this interpretation. IMHO you can add the compressed air property to any feature regardless of the thing mapped separately as well.
No-values should be added with care and thought, because naturally you could add thousands of no-properties to everything, thereby not only wasting space but more importantly hiding the interesting information in a giant haystack.
