[Tagging] compressed_air=yes / no - adding to amenity=fuel

I agree it's a good idea to add compressed_air=yes/no to all fuel stations
regardless of nearby mapped features.
In a complete OSM all will be mapped both as the compressed_air attribute
on the fuel station AND as a separate feature showing exactly where within
the fuel station the compressed air is.
I'm not a fan of the "separate" value, but not against it as most data
consumers can treat it as a synonym of "yes". If you follow the "separate"
concept then eventually all will be tagged as such. I think it complicates
matters for the mapper as they have to look for nearby features to
determine the correct tag value, but I think it's not wrong if someone
initially tags "yes" even when it's separately mapped, someone else can
improve it later to "separate", so for StreetComplete simply tagging
"yes/no" would be acceptable.
I don't think there is a double count risk, anyone counting total number of
compressed air facilities should just count amenity=compressed_air and
anyone counting fuel stations which have compressed air can count
compressed_air=yes on amenity=fuel. No double counting there. If places are
not tagged both on the fuel station and separately then there would be an
undercount but that's just how it works in OSM when data is not complete
yet.
