[Tagging] Should pastures be tagged landuse=meadow or landuse=farmland?

Meadows (areas of mostly grass and similar herbaceous plants, cut for hay)
and pastures ( areas of grass and herbs, used for grazing by animals) are
both tagged as landuse=meadow everywhere that I have mapped.

It is rare to use landuse=farmland for either.
