[Tagging] Should pastures be tagged landuse=meadow or landuse=farmland?

In Nederland, most people can't tell what a grassy area is used for, and
the use of the land changes all the time. It's much easier to tell if an
area belongs to a farm, and anyone can see that it's covered with mainly
grass - at that moment.

The result: a patchwork of landuse areas, of which landuse=farmland is
reliably telling you that the land is used for farming (crop or livestock
or just resting for later use as either, or awaiting expropriation for
something else e.g. park, "new nature" or building area, forest or another
giant motorway crossing -you can never have enough of those, right?-, or a
new water storage area, which is the destination for most of the country
anyway, because the sea rises, the rivers bring more water and the rain
becomes heavier year by year).
