[Tagging] Feature Proposal - RFC - Residential Zoned Parking

It's literally mentioned on that page.  Specifically:


   1. It might also be a good idea to send an email to the tagging mailing
   list <https://lists.openstreetmap.org/listinfo/tagging>, describe the
   feature you want to tag and see if there are tags in use but hard to find
   or not yet documented.
