[Tagging] Feature Proposal - RFC - Residential Zoned Parking

Hey folks,

Just wanted to thank you for your quick and good help. I was not aware 
this mailing list existed and am now wondering why this is not mentioned 
on https://wiki.openstreetmap.org/wiki/Proposal_process

In my opinion it should at least be mentioned in the process to discuss 
the idea here before going through the hassle and writing a proposal.

What do you say, should I add a hint in the wiki towards this mailing 
list as a step in the process? Or is it intentionally left out?
