Amenities that are explicitly for rental scooters shouldn't be tagged as 
parking places - like with bicycles where we use bicycle_parking and 
bicycle_rental.

The situation varies between regions. Here it would definitely not be 
fine to block a designated motorcycle parking space with a kick scooter.

If you check the second example in the proposal, these are dedicated 
holders for kick scooters that allow them to be locked using your own 
lock. Closed storage boxes do exist as well. These are clearly targeted 
at personal vehicles and not rental ones.
