[Tagging] Feature Proposal - RFC - landuse bush

I recommend changing the value to plural, because "landuse=bush" implies a
single bush (like "natural=shrub", currently in use)
I recommend using "shrubs" instead of "bushes", because this appears to be
the standard term in British English. Thus:
landuse=shrubs
