For the road: road image.
A part of the land is “the road”, what is that?
That is the carriageway, but also the verge grass (with some trees in it) and your (2) traffic_island, footways, paths, cycleways, mostly laying between two ditches (rural)
The whole area is landuse=highway. But just like landuse=railway, also a area mostly between two ditches (in the rural part), very similar and same methodology.
The use, the verge has a function, when using the road, escape, safety, traffic_sign placement, parking, drainage, etc
We have area:highway=unclassified etc.
The whole, landuse=highway you can divide it into parts area:higway, so there is area:highway=traffic_island https://taginfo.openstreetmap.org/tags/area%3Ahighway=traffic_island
You could also draw in area:highway=verge
Both can have landcover=grass.
For the road we do not need landscaping, we have landcover.
Therefor we do not need a new methodology.
Although, the wiki says some about street areas: https://wiki.openstreetmap.org/wiki/Key:area:highway#Classification which you can turn around in a tag combination for.........
area:highway=verge is a good extension.
Also area:highway=shoulder. Having it’s own tagvalue. This part of the area must also be covered with a tag.
Describe, what it really is, a part of the road.

I had a discussion with ZeLonewolf on Discord. Would there be support for a tag like landscaping=*? Possible values could be shrubbery | grass | trees/forest | flowerbed etc. For example on the following image: https://i.imgur.com/w4gAW6D.png 1 would be tagged as natural=wood ( leave the discussion about how to tag the forest for now), 2 as landscaping=grass, and 3 as natural=tree. If 2 would have been low shrubbery for decoration, landscaping=shrubbery would be sufficient.
This tagging scheme would still honor for example natural=scrub from scrublands and natural=shrub from individual shrubs. Also, the landuse tag would be left untouched and still available to only tag real landuse (like residential and industrial).
Additionally, landscaping=* would allow to also properly tag the content of a leisure=garden and leisure=park in more detail.
Is this a workable solution?
