Well, I think that some kind natural=scree | bare_rock or glacier on some areas. It still is a natural feature that somehow be described (for example using natural tags). I knew function or design is not the correct term but I knew no better one in English. It is not always planned as some are just natural features.
According to this image [1], the landcover is then continental ice. You can tag something as natural=sand then has the landcover tag desert or so. That is in my opinion the difference.
