I would not have thought so, the speed limit normally applies to the
section of road. The fact that the hump makes the speed limit
unattainable does not change the speed limit.

The speed limit is 30 mph, obviously you have to slow to about 10 mph
but that does not alter the legal speed limit.

This one is simply tagged as traffic_calming hump, maybe could also
have highway=crossing.
