[Tagging] Correct tagging of foot and cycle crossings on tables

Hi,
I think your tagging is ok in order to keep it KISS
bicycle yes
crossing uncontrolled
highway crossing
maxspeed 30
source:maxspeed sign
traffic_calming table
Most of the time (99,9%) the traffic_calming is for the main road at a
pedestrian/cyclist crossing so by default a router would interpret those
values (traffic_calming, maxspeed) for the cars.

In order to avoid the confusion to which road traffic calming and the speed
limit apply, you could put them on the small road section they apply, the
length of the table, though it's micromapping.
But I barely think there's a confusion here.
