Forest and military area may partially overlap.

Industrial and military area may overlap
(industrial area for factory and port, that is partially also military base
that includes non-port area)

landuse=forest and landuse=military

landuse=construction may have wild overlaps with nearly everything,
without being fully inside

Long landuse=flowerbed may be both in landuse=retail and landuse=residential
