+1, these 3 keys are nicely illustrating different “problems” that happen in tagging:

landuse=flowerbed is (ab)using the landuse tag for a (countable) feature (or at least suggests a feature by using a singular noun), is overly specific, and blurs the general logics of “landuse”

landuse=grass is (or was originally meant) to describe “small” (what this means) grassy surfaces used for traffic separation and along roads e.g. on traffic islands, was not well named for this scope (generic name) and meanwhile has become “any surface where grass grows and no other tag already creates a green color in rendering” (i.e. physical description orthogonal to the use of land).

landuse=forest also was a tag with a limited scope (forests), unlike grass the name was at the same level of specificity as the scope, but through usage became a generic tag for any area shaded by trees.
