[Tagging] Draft proposal for historic cemetery

So, I can't speak for other places, but where I live, this distinction is
trivial - the state government has posted a sign at each and every
historical cemetery noting the fact that it is historical and assigning it
a serial number.  Though I can understand this would be tricky in places
where no such official designation exists.
