[Tagging] Draft proposal for historic cemetery

Hi, Martin.

Thanks for commenting. Jeisenbe asked a similar question on the wiki: 
"What is the definition that makes it historic?" [1]

I have expanded the "Rationale" section to clarify this point following 
the factors listed on "Key:historic" page. [2]

This aspect goes beyond the scope of the proposal.  I understand that 
this is an issue that can be subjective in some cases. In order not to 
give my opinion, I refer to what is said on the "Key:historic" page.

I could add some further explanation, although I wouldn't know what else 
to say to what is already explained there.
