[Tagging] Draft proposal for historic cemetery

Hi Daniel,

I agree with your proposal. I'm in favour of adding the history tag to any
object with historical significance. This could be applied not only to
cemeteries, but to many other elements that currently just have a
descriptive tag in order to stress their importance as historical assets.
The current list of approved attributes to the history tag certainly needs
an expansion.

Dear Martin Koppenhoefer, if a cemetery is just a regular cemetery, you
simply don't add this.
