I don't think it's explicitly stated anywhere on the wiki, but to be listed
in an
authoritative heritage register means that it is of historic significance.
To
that extent, historic=* means "Of historical significance but not listed in
a heritage register."  If you've added heritage tags then historic=* is
not really necessary.
