[Tagging] Draft proposal for historic cemetery

In this case, you could also tag that as tourism=museum +
building=palace + historic=yes.

In this matter, I agree with Paul. historic=* should only be used as an
attribute, not as a first level tag. I don't see any reason to use it
otherwise.
