[Tagging] better classification systems

Just to clarify, I was not advocating for changing the system. I wanted 
to say that if OSM would have gone on the route of number codes instead 
of human readable form, everyone would realize that it is pointless to 
have discussions about what meaning particular tag has in language XY or 
some dialect of English.

Plus you can do cool stuff with numbers.
