it really depends on the local context.
when you have a part of the place dedicated to service A
and another part dedicated to service B,
it is not incorrect to make 3 objects, one for each service
and one for the building.
it is very useful to inform the characteristics of each service
in the same building.
with the same logic,
- you don't put all the companies in the same building
on the building object.
- a hotel may have a bar and a restaurant -> 4 objects (sometimes
3 of them doesn't have a "own name" -> unamed=yes)

of course if you have a shop having stamps next to the pizzas,
it doesn't need 2 osm lements.

i think we should focus more on how the new value fits into the existing
system. breaking a key with several values into a list of tag with just
yes as a possible value, it's not very practical.
