+1, the one feature one OpenStreetMap element rule should not be interpreted in a way that there are features in the world independently from us defining them, but features do not exist in the real world, only through tags and their agreed meaning something becomes a feature. Whether a bar inside a hotel is a feature on its own or a part of the hotel feature (of both) depends on our conventions for the meaning of the tags.
