[Tagging] Feature Proposal - RFC - Traffic signals set (2nd version)

Hello!

I've created a new proposal for traffic signal sets at https://wiki.openstreetmap.org/wiki/Proposed_features/traffic_signals_set_2.

It is intended to group traffic signals at the same intersection or pedestrian/bike crossing. This should allow routing engines to provide better heuristics for assessing traffic light time penalties. I'm also solving a secondary problem, where properly tagging traffic lights on each intersecting road's stop line creates a lot of traffic light icons, which are placed in a way that they're hard to spot when visually scanning the map for traffic lights. Therefore the relation allows mappers to specify where they want traffic icons drawn at low/medium zoom levels.

I've created a new page because the [old proposal](https://wiki.openstreetmap.org/wiki/Proposed_features/traffic_signals_set) has seen some use in taginfo and I didn't feel it was appropriate to modify it on my own. Additionally, I wrote it from scratch; I wanted to avoid using roles as much as possible, in order to speed up the tagging process and decrease the likelihood of tagging errors.
