I have heard of natural=scrub being used in this context in other
places outside of Africa also.  Since natural=scrub was not defined in
a proposal, the wiki is supposed to be descriptive about how the tag
is actually being used.  Therefore, the wiki simply needs to be
updated to reflect that natural=scrub is also used to tag manicured /
landscaped areas with bushes, shrubs, and small trees.

What is left then is to decide whether there is an existing tag that
is adequate to differentiate between "manicured" scrub and "wild"
scrub.
