[Tagging] Binding numbers

It sounds as if Skyler is talking about an address such as my former
office, which would be written:
Building K-1, Room 4A45
1 Research Circle
Niskayuna, New York 12309
or (for US Mail only)
Building K-1, Room 4A45
P.O.Box 8
Schenectady, New York 12301
Addresses like this are fairly common on industrial sites. I've tagged
these in OSM with `ref=*` on the building, but I'm guessing that the tag
doesn't help data consumers much.
