I think it is up to the proposer to decide what to do. There is no rush; it
could be wise to gather as many commented votes as possible.

Opposition is varied and complex, as is the proposal, I don't see a single
solution to make that disappear.

This is a general problem with proposals to change many things at once. If
you propose five changes, you get No's from voters who are against any one
of the five.
