[Tagging] Is a ship-lift a crane

There is less or no ambiguity about the term lock. In all locks the
boat or ship remains in water and is used only to take a ship or boat
from one level of a waterway to another level in a waterway.
In a boat lift or ship lift or ship crane, whatever you call it, that is
not a strict requirement. It can be intended to lift a boat or ship to
dry land or to a dock, which is not a part of the waterway, the boat or
ship is lifted out of the water.
It can also be a term to use when the boat is lifted in a containment of
some kind, still remaining in water but not with the primarily use of
taking it to a different level in a waterway.
A device that lifts a boat or ship to a dock or dry land can not be
called a lock since a lock's only purpose is to let the boat or ship
continue it's journey within the same or connected waterway(s).
