We do already have lock=yes https://wiki.openstreetmap.org/wiki/Key:lock

"A lock is a device used for raising and lowering boats, ships and other
watercraft between stretches of water of different levels on river and
canal waterways by raising and lowering the water level in a fixed chamber"

We have one near us though, that, as Michael mentioned, is there to stop
the brackish water in the river from mixing with the fresh water in the
lake, so that definition also needs a bit of a tweak!
