[Tagging] lanes:psv, lanes:bus - reserved or available?

Struggling for long time with the same issue Mateusz. It is not clear if
the PSV lane count should be counted in the total lane count or not, if
they are deicated.
It does not cover the case you describe either, where some lanes are not
dedicated to PSV while others are. I tried many times to clear up this
problem f.i. with the lanes plug-in in JOSM, but that one renders the
total of number defined in lanes=* and simply ignores lanes:psv. I used
to test the lanes tagging in Maps.me in the field, but also that one
doesn't have specific psv lanes implemented or just ignores it.
So I came to the conclusion that lanes:psv is intended for dedicated psv
lanes only, based on the mention on
page https://wiki.openstreetmap.org/wiki/Key:psv where it says it is for
reserved psv lanes only.
What seems to work though is to use psv:lanes instead and define the psv
usage of each lane individually, without providing lanes:psv as a
separate count (dedicated or not).
So in your example we would get:
lanes=3
psv:lanes=dedicated|yes|yes (notice we drive on the left hand side, so
we tag the lanes in the driving direction from left to right and
reserved psv lanes are mostly located on the "outer" lane)

That page describes the use of lanes:psv to include only the
specifically "reserved" lanes, like in your proposal.
Room for improvement: description of lanes:psv. Use of designated and
reserved for the same "reserved lanes", designated is used as the key
value. in the wiki page on https://wiki.openstreetmap.org/wiki/Key:psv.
lanes:psv I think could be deprecated since it is a number which doesn't
describe the actual situation accurately enough and repeats data as a
number which can be much better defined using psv:lanes. Don't know
what impact that is going to have on data consumers, if there are any
that use lanes:psv as a count or for routing purposes.
