the general highway system in OSM has no requirements for paved roads when
it comes to the hierarchy to the road grid, track, service, residential,
unclassified, tertiary, secondary and primary: all can be paved or not. For
motorways and trunks, which are typically grade separated and tend to be
built for higher speeds, it is probably uncommon anywhere to have them
unpaved , but there isn't a surface requirement either. Of course local
communities can deviate from the general system and may have introduced
surface requirements in some cases, according to their local situation.
