[Tagging] Feature Proposal - RFC - shrubbery

There is indeed no rule that states that values should be singular. However, because all other values are actually singular in the natural key, for consistency, this unwritten rule should also be applied to the new value here in my opinion.

I agree.  I am not aware of any "rule" / convention that they MUST all be singular.

landcover (yes, I know it is a different key, but it has similarities) uses mostly singular values, but also has "mosses", "pebbles".
