This appears to be consistency for consistency's sake.  You have
invented an unwritten rule and now insist we stick to it.

As a possible way out of this, I agree with somebody (sorry, don't
remember who) who pointed out that landcover=shrubs would be
an even better fit than natural=shrubs.
