Updated definition:
This should better include the human, maintained aspect and give a clear boundary of when to use this tag.
Cultivated and maintained land covered with a group of shrubs and bushes, often for decorative or space filling purposes and without a distinct barrier function.

Updated tagging guideline:
I update the tagging chapter to better explain when to use natural=heath, natural=shrubbery, or tag it as a forest. I didn't include a specific height constraint because I think the mapper is perfectly able to make that decission.

I didn't change the value to shrubs. This point will always be a discussion point that we will probably never reach an agreement on with all mappers. The definitions are really close together and because shrubbery puts more emphasis on the decorative and human part, I, for now, prefer shrubbery. It can always be changed if needed if the vote decides so.
