it’s definitely not for through roads, but there are some kind of “highway=service“ that do serve the general public, although mostly pedestrians, that is service=alley which we use in Italy for the tiny roads in historical centers, that often look like footpaths by today’s measures, but which are often legally open to motor vehicles (typically tiny cars, or motor bikes and scooters, mostly used by pedestrians).
The only service road that could be seen as access=private by default around here are service=driveway
