[Tagging] Use of highway=track vs highway=service cemeteries, parks, allotment gardens, golf courses, and recreation areas

Was there a specific reason to create highway=alley?  Why aren't these 
considered as residential roads, just narrow ones. We also have them 
here, even new ones. F.i. we have many islands where there is no 4 wheel 
vehicle present.  The only motorised transport is provided with 
motorbikes. No paved road to be found.
The interconnecting "tracks", in many cases consisting of a single track 
we use unclassified or tertiary.  In the villages they turn into paths 
between the houses which are build very close to each other. In most 
cases we use either residential or path, regardless if they are paved or 
not.  In cases where they are not used, due to their physical appearance 
(narrow or so oneven or crossed with open sewage and drains) that they 
are even unsuitable for use by the motorcycles we use paths.  I think 
you can regard their use and appearance much the same as your alleys, so 
why do you use a separate "service" tag for that?
