Personally, I would strongly favour that approach over the current one
to allow exactly one value. We have exactly the same approach for some
other keys like area=yes and a quite similar approach for many keys like
tourism=camp_site (the details like the kinds of camping (tent, caravan,
cottage,...) are in dedicated tags). It is clear, easy to use and
deocument and implement, yet so flexible that it can easily describe an
object having multiple functions of same focus/weight, e.g. deli+gift or
copyshop+kiosk or tailor+laundry or e-cigarette+mobile_phone.
Thinking direction backward compatibility and also ease of use in data
consumers (e.g. which icon to display), it would maybe more pragmatic
not to have the value "yes" but instead select one value (i.e. "the" or
"one" main function) like shop=kiosk and an optional additional tag with
a semicolon separated list to carry further goods+services that are sold.
