[Tagging] pattern, location for relation proposals

a couple of questions relating to proposals for relations

first of all, a while back i tried to revive discussion of the
circuit proposal (for modeling racing circuits). there was not
a lot of interest, but one list member made a remark about putting
it in the right place in the wiki. i have found no guidance on what
the right place in the wiki might be. can someone suggest what thst
is?

second, i am going to prepare two proposals, not for new relations,
but for new subtypes for existing relations. are there any examples
of such proposals that i can use as a pattern?
