[Tagging] pattern, location for relation proposals

not planning to restart, no. planning to propose an alternative that
does not require approval of a new relation type, just of a subtype tag.
there is defacto use of type=circuit now which i'm thinking could be
deprecated in favor of a route subtype approach.

additional subtype on the route relation. there is no reason why racing
circuits require their own relation type when they can sensibly be
treated as a subtype of route, because conceptually that is what they

the other proposal is a subtype on a landuse tag, i misspoke earlier
when i said two relation subtypes.
