I'd personally suggest following the normal proposal process like you
would do for any new tag or concept. That is, the process documented
here: https://wiki.openstreetmap.org/wiki/Proposal_process

Your page would then be named
"Proposed features/Name of your proposal"
and you would use the structure and standard template described on the
aforementioned page.

Historically, proposals for new relation types had used a different
naming convention and page layout. That goes back to when relations were
a completely new idea – they were only added with version 0.5 of the OSM
API. But today, I don't think there's a reason to still treat relations
differently when it comes to wiki proposals.

The connectivity relation is one example of a recent successful proposal
for a new relation type, and it did use the normal proposal format:
