[Tagging] RFC: healthcare=sample_collection

There are permanent locations collecting samples without being laboratories and there is
no way to tag them.

This proposals introduces way to tag them and way to distinguish laboratories
that are completely closed to general public from ones that are also collecting
medical samples.
