[Tagging] Miniature railways and park trains

The problem here is that "railway=miniature" refers to the tracks, not
the "ride". I currently tag the tracks with "railway=miniature" and the
platform "attraction=train". A "railway=miniature" can exist with or
without an "attraction=train".

If we deprecate "attraction=train", we would need to have someway to
designate the platforms for miniature railways.

The ones with multiple stops are borderline public_transit.

I am totally fine with using a separate term for attraction=road_train
as those are 'fake trains' in my personal lexicon.

These should be tagged as something like attraction=child_roller_coaster
or something. They aren't "trains".
